Panatnikhom is about 200km East of Vietnamese refugees border camps. It was established in July 1980 as a processing center for the refugees: Vietnamese, Cambodian, and Laotian. The refugees were transferred from other refugee camps in Thailand for third country resettlement process. Vietnamese Land Refugees (VNLR) were also transported here for processing. Most lived here for about 1 month, longer if they needed medical treatment or depended on the resettlement countries, before flying out to final destination.
As it was, Panatnikhom existed only in our dream for many years we languished along the border. We thought about it more than about anywhere else. It had become part of our journey, albeit very short time.

Đây là dãy nhà O17 ...gồm có Phòng xét nghiệm trực thuộc OPD của ARC, kế bên là văn phòng của Mental Health thuộc Public Health ARC do Dr. Barbara đặc trách, và phòng cuối cùng là văn phòng lưu trữ hồ sơ bệnh lý -Medical and Vaccination Record-do IOM-ICM chăm sóc nhưng cũng thuộc ARC OPD. Những người tị nạn sau khi hòan thành các thủ tục về lý lịch với Cao Ủy Phủ Tị Nạn Liên Hiệp Quốc tức là UNHCR hay là O18, và có tên trong các chuyến bay do IOM-ICM sắp đặt, họ phải lên O17 ít nhất 3 ngày trước khi ra phi trường để hòan thành và nhận bì thư xanh lớn của IOM-ICM trong đó có: Medical and Vaccination records - all must be cleared- status..và những hồ sơ liên hệ khác như là hồ sơ bệnh lý nếu có, X-ray, treatments ..nếu phải uống thuốc, nhất là những ai đi Canada, còn phải học đời sống từ 5 đến 6 tháng ..vùng Québec có thể lâu hơn vì phải học tiếng Pháp và passed security clearance của Cảnh Sát Hòang Gia RCMP trước khi có tên bay...bà con đi âu châu, USA , Úc Châu thì tương đối nhanh hơn...cũng cần nhắc lại là những ai đi US cũng phải học 1 khóa Đời sống and/or ESL tại Bataan , the Philippines trước khi bay sang USA...
